The Construction Leadership Council (CLC) is championing and supporting the delivery of safe and high-quality buildings for those who live and work in them.
The CLC welcomes the establishment of building control as a regulated profession, helping to create a unified profession working to a consistent set of standards.
From April 2024 the profession will be regulated by the Building Safety Regulator (BSR), to raise industry standards and increase public trust. This will include a requirement for building control professionals to register with the BSR and also pass an independent competency assessment.
The BSR has recently announced an extension to the time period to complete the competence assessment if certain criteria are met.
The extension period is 13 weeks from 6 April to 6 July 2024. Experienced building control professionals who are not trainees but have not yet completed a competence assessment will have the scope of their registration temporarily extended provided they meet the following criteria:
- They are an existing building control professional;
- They are registered as a Class 1 RBI by 6 April 2024;
- They are enrolled in, and in the process of having their competency assessed through, one of the BSR approved competence assessment schemes by 6 April 2024;
- And a scheme provider has not told them that they have not passed their competency assessment for a second time.
Professionals who are not registered by 6 April 2024 will not benefit from the extension period and will not be able to continue to work on regulated building control activities.
Building control professionals play a critical role in ensuring the safety and quality of our built environment, and the industry places great value on this assurance role.
It is recognised that some may be reluctant to register and re-demonstrate capability. However, the whole built environment is subject to new competence requirements, and we must all play our part in restoring public trust and confidence in our industry.
The CLC encourages all to take necessary steps for registration by 6th April 2024. Mark Reynolds, co-chair of the Construction Leadership Council (CLC) said: “This is a fundamental issue for the construction industry and the CLC recognises and values the role that building control plays both now and in the future.
“We hope the recent announcement from the Building Safety Regulator encourages current approved inspectors to register and progress through the competence assessment process. We fully endorse building control becoming a regulated profession and the status it conveys.”
Graham Watts, Chief Executive of the Construction Industry Council (CIC) and co-chair of the CLC’s building safety workstream said: “Regulating the building control profession is a vital piece of implementing the post-Grenfell building safety regime and it is important that all those that have worked in both the public and private sectors of building control take the necessary steps to gain registration.
“I’m delighted to have recently accepted an invitation to chair the Building Standards Competence Foundation, which is the body set up by LABC to oversee a scheme for the registration of building control surveyors so I will continue to have a direct involvement in this vital area of building safety.“
