Morgan Sindall Construction has successfully completed the restoration of West Bromwich Town Hall and Library, restoring the significant building to its former glory for the community to enjoy.

Prior to the project’s handover, Morgan Sindall gave a presentation to the SMBC Members and Town Councillors to showcase the completed restoration and celebrate the completion of this significant project five weeks ahead of schedule.

As part of the project, the Grade II listed West Bromwich Town Hall and Library, originally built in 1874-1875 by Alexander and Henman, has undergone extensive external refurbishment to preserve the building and restore its strong presence on West Bromwich High Street.

From the heritage stonework through to the timber sash windows, the Morgan Sindall team worked hard to ensure that the public will be able to make greater use of the reinvigorated building and to secure the future of the important civic building by preserving many of the original features, creating a watertight envelope to allow the building to be used by the local community once again.

Appointed by Sandwell Metropolitan Borough Council through the Constructing West Midlands Framework, this refurbishment highlights Morgan Sindall’s ongoing commitment to added value within the local community, generating over £4.5 million in social value.

This figure represents a 66% social return on investment – a value that was measured and monetised through Morgan Sindall Group's Social Value Bank, in line with the HM Treasury Green Book.

The West Bromwich Town Hall and Library restoration not only preserves a significant historical landmark but provides the community with an improved civic space sooner than anticipated, having completed the works five weeks ahead of schedule. This project is testament to Morgan Sindall's ability to deliver complex restoration works efficiently and effectively, while using materials and methods with sustainability at its core.

Richard Fielding, Area Director for Morgan Sindall Construction in the Midlands, said: “We are extremely proud to have completed the restoration of West Bromwich Town Hall and Library in collaboration with Sandwell Metropolitan Borough Council. It’s a landmark which will play a crucial role in the new Civic Quarter, revitalising the heart of West Bromwich.

“What was extra special about this project, is that it’s a building that has been restored for the community, by the community, with 50% of the supply chain spend within 20 miles of the project, as well as several initiatives and charitable donations that have taken place throughout. It’s been a joy to be a part of.”

Alan Lunt, Executive Director Place, Sandwell Council said: “The restoration project of West Bromwich Town Hall and Library extends beyond enhancing the physical structure of the building. Morgan Sindall fully embraced and actively supported our social value approach, significantly contributing to social and economic benefits for our residents across our four key pillars: Employment and Skills, Community Engagement, Local Spend, and Environment”.

Damian Donnelly, Associate Director at Constructing West Midlands, added: "We're absolutely delighted with the outcomes of this project. The social value delivered in partnership with the local community is outstanding, highlighting the benefits of using a regional framework that retains wealth within the local area that will benefit generations to come. This beautifully restored building is something everyone involved can be proud to say they were a part of."
