One year after mandatory introduction of Biodiversity Net Gain (BNG), the Future Homes Hub has launched the Biodiversity Net Gain Implementation Board.
The Board has been set up through the Hub to facilitate cross-sector collaboration with industry leaders, key stakeholders, and relevant government bodies to implement BNG at scale successfully.

BNG has already achieved significant milestones in its first year. There has been a remarkable increase in awareness of biodiversity’s crucial role in planning and development, with developers proactively considering ecological impacts from project inception.
New habitats are being created and enhanced within developments, boosting the ecological value of our communities. A nascent market for biodiversity units is emerging, incentivising habitat creation and restoration. And, importantly, we’re witnessing collaboration and innovation across the sector to support large and small developers to deliver on the policy.
While these successes are encouraging, we acknowledge that implementing such a transformative policy is not without its challenges. The complexity of BNG requires a unified, sector-wide approach to ensure consistent and effective delivery. We recognise the need to provide further clarity and support to navigate these complexities.
That’s why the BNG Implementation Board has been established. Co-chaired by Julian Harlow, Defra, and Lorraine Fursland, Berkeley Homes, the Board comprises representatives from across the sector, including industry leaders, key stakeholders, and relevant government bodies.
The Board's core purpose is to facilitate cross-sector collaboration to ensure BNG is implemented at scale successfully. It will thoroughly examine the root causes of identified challenges, determine if existing guidance can be better disseminated, and identify any necessary new actions to support industry progress. This collaborative approach will ensure that the sector receives the necessary support to navigate the complexities of BNG, fostering consistency and best practice.
