The Government has set out the importance of climate action - reducing our collective carbon emissions, as part of the wider work to address climate change and contribute to achieving net zero.
Since its launch at COP26 in Glasgow, Construct Zero has established itself as the sector’s net zero industry-change programme, bringing together nearly 300 companies ranging from SMEs though to companies with a global footprint, to co-ordinate the many initiatives taking place across industry and drive tangible process in reducing carbon emissions.
It is underpinned by nine priorities, drawn from the Committee for Climate Change’s 6th Carbon Budget, accompanied by a suite of metrics enabling the CLC to report publicly on the sector’s progress and challenges to net zero through the Construct Zero Performance Framework.

With the publication of the 7th Carbon Budget, we will be reviewing our nine priorities (together with the underpinning metrics and targets), to ensure alignment with the 7th Carbon Budget, and shape our future Performance Framework publications.
This consultation sets out a series of questions and invites your response via this consultation page by 17:00 on 17th November to construction.enquiries@businessandtrade.gov.uk. This is your opportunity to influence; state your views on how as a sector we should be measuring process and impact against the 9 priorities; and shape our future Net Zero approach to designing and building projects and buildings of all sizes.
This will be used to share our progress with Government and understand where we need to take further action in order to reach Net Zero. Please email construction.enquiries@businessandtrade.gov.uk if you have any queries on this consultation.
Hannah Vickers, Co-Lead Construct Zero said: “Construct Zero began as a way to raise awareness of Net Zero in the construction sector. Four years on, nearly 300 partners are driving innovation and growth.
“Now it’s time for the industry to lead—not just understand. Net Zero isn’t just good for the planet; it’s good for productivity, energy security, and economic growth. It’s good for the country. The next phase is about businesses and clients doing the right thing, regardless of the politics.”
