The Department for Levelling Up, Housing and Communities (DLUHC) have launched two new consultations as part of a series of consultations on regulations which provide technical proposals that support the law as set out in the Building Safety Act 2022.
They provide further detail on how it will operate and be enforced.

These consultations are part of the ongoing work to implement the powers in the new Building Safety Act 2022. They provide further detail on how it will operate and be enforced in practical day to day work.

The Building Safety Act 2022 brings forward a package of legislative changes to make all buildings safer. It aims to deliver improvements across the entire built environment and also introduces new requirements that will particularly strengthen oversight and protections for residents in higher-risk buildings in operation, which are residential buildings over 18m or with seven or more stories.
The Government’s objective is to improve the whole system of building safety regulation, including the new regulatory regime for higher-risk buildings in occupation. Through secondary legislation, the Secretary of State will be able to make regulations that support the Building Safety Regulator in driving up performance and safety across the built environment while providing clarity to the sector on its responsibilities and duties.
The Government aims to ensure building regulations are fit for purpose across the built environment and where appropriate will apply the new approaches in the Building Safety Act 2022 to all building work, not just those in scope of the new regulatory regime for high-rise residential buildings.
DLUHC are keen to gather a wide range of views to support its policy development process and CIBSE will be responding to the consultations, which will inform the development of the regulations before they are laid in Parliament.
